Does this do what you are looking for?

Plot[0, {x, -4, 4}, PlotRange -> {-4, 4}, 
   Frame -> False, GridLines -> Automatic, 
   AspectRatio -> 0.9, ImageSize -> 400, 
   Ticks -> {Range[-4, 4], Automatic}];
