Use the Ticks option:

Plot[0, {x, -4, 4}, PlotRange -> {-4, 4}, GridLines -> Automatic,
     AspectRatio -> .9, ImageSize -> 400,
     Ticks -> (Range[Floor[#1], Floor[#2]] &)];
