Am I correct in thinking, in the case of Mathematica vs. Publicon notebooks under Windows, that one program calls the other? That is, there's a "stub" program associated with ".nb" files and it decides, based on the file's content or format, whether to open Mathematica or Publicon? It sounds to me as if that's what Referee is really doing.
