Does anyone know a way to specify that TeXForm format decimals in the
way ScientificForm does.

By default TeXForm formats decimals to six significant figures:

In[1]:= TeXForm[0.00000002432342898]

Out[1]//TeXForm= 2.43234\,{10}^{-8}

I would like to have

 TeXForm[0.00000002432342898,4]

or

 TeXForm[ScientificForm[0.00000002432342898,4]]

to produce

2.432\,{10}^{-8}
