In the Section headings, use Shift-Ctrl-E to display the raw expression and
then add the following option to the Cell at the end.

ShowGroupOpenCloseIcon->True

You can make your own style sheet and put that in the Section, Subsection
and Subsubsection headings and then it will automatically be there.

I think it would be nice if Mathematica had a style sheet that had that.
However, I wouldn't want the GroupOpenCloseIcon on Input/Output cell groups.
The triangluar GroupOpenCloseIcon is much more intuitive to new users than
the process of double-clicking the cell bracket.

You could modify the Default StyleSheet, but of course the modification
would not be there when other people read your notebooks.

Dear MathGroup!

We can read the following in the HelpBrowser about CellCgroupData
command:

".....
Cell groups are typically opened and closed by double-clicking their
cell brackets or opener icons.
....."

The question is - How to create cell opener icons just like they are in
the "Further Examples" section of the HelpBrowser?
I.e. rotating triangle.

Thanks for your help!
