Here is one approach: first generalize the problem, putting a for 1/2 
and b for 1/4.

  s[m_][a_, b_] = Sum[(k^2 - a)/(k^4 + b), {k, 1, m}];

Here is the numerical value of the sum to 1000 terms

  N[s[1000][1/2, 1/4], 40]

The sum to infinity is somewhat simpler:

  s[Infinity][a_, b_] = Sum[(k^2 - a)/(k^4 + b), {k, 1, Infinity}]

  N[s[Infinity][1/2, 1/4], 40]
