If what you are looking for is a directory where the OS will clean out temporary files, then the answer is inherently OS dependent.

OTOH, if you intend for Mathematica to create the temporary file and later delete it as you specify, any directory you have access to will do. As long as you are tracking creation and deletion of files within Mathematica, you don't even need to specify a directory. You could simply use whatever directory Mathematica uses as a default which should be the directory returned by $HomeDirectory.
