ParametricPlot3D[
 {Cos[phi] + Exp[-(Cos[phi] - Cos[4Pi*z])^2/4]/3,
  Sin[phi] + Exp[-(Sin[phi] - Sin[4Pi*z])^2/4]/3, 
z},
  {phi, 0, 2Pi}, {z, 0, 4}, PlotPoints -> {64, 
128}]

BTW a spiral is a two dimensional object like

ParametricPlot[{r*Cos[r], r*Sin[r]}, {r, 0, 4Pi}]
