is it OK:

rus2=a_^m_*b_^n_:> (d/a/b)^(Min[n,m])*a^m*b^n

Sqrt[Sin[(c+(Sin[a]+5)^42 b^35)^2]]/.rus2

Sqrt[Sin[(c + d^35*(5 + Sin[a])^7)^ 2]]
