BesselJZeros[0, {17, 19}, WorkingPrecision -> 30]

works, but

BesselJZeros[0, {17, 19}, AccuracyGoal -> 30]

just returns unevaluated.

The documentation for NumericalMath`BesselZeros`  claims that
AccuracyGoal, as well as WorkingPrecision is an option.  Apparently not.
