MathLink and Python

Hi,
I need to interface with an application that offers Python as the
integration medium.  I've installed Python 2.2 and tested; it works.  In
the MathLink\LanguageBindings\Python path there is a file setup.py.
After setting up so Python will read the file I get the following: 

error: command 'cl.exe' failed: No such file or directory

Does any one know if cl.exe is required from the Python side or the
MathLink side?  Second, does anyone know if a C, C++, VStudio or the
like complier installation is required to make this work?
