Hi

f[x_, y_]:= x + y

f[ #[[1]], #[[2]] ]& /@ {{1, 1}, {2, 2}}
or
Function[ f[ Slot[[1]], Slot[[2]] ] ] /@ {{1, 1}, {2, 2}}
