Hi,

the usual way is to write a Notebook with many fancy formulas and
explanations in "Text" cells and mark all the "Input" cells that belong
to your package code as initialization cell.  When you save the notebook,
Mathematica ask you, if it should create a package from the initialization
cells -- say "yes" and you have a package without any text comments and
formulas ...
