How about something like

myForm[x_Integer,{n_,f_}] := ToString@NumberForm[x, n-f ];
myForm[x_,       {n_,f_}] := ToString@NumberForm[x,{n,f}]

then

TableForm[Transpose[{statNames, myForm[#,{4,1}]&/@statNumbers}]]
