test={a,B,Pi, E};

Head/@test

{Symbol,Symbol,Symbol,Symbol}

Not only must the Head be Symbol but it must not be a symbol for a number.

variableQ[x_] := Head[x]==Symbol&&!NumericQ[x];

variableQ/@test

{True,True,False,False}
