I am not sure how EvaluateAt works since I have not seen the package
but I think the original method of partial (or in-place) evaluation
of Mathematica expressions is due to Michael Trott and Adam
Strzebonski. I can't recall now the Allan Hayes post but I suspect it
was just an implementation of the Strzebonski-Trott method.
