You could do it by nesting GridBoxes. Use the ctrl+shift+e method to
make a cell with this data:

Cell[BoxData[
    GridBox[{{"\[Placeholder]"},{GridBox[{{"\[Placeholder]",
                "\[Placeholder]"},{"\[Placeholder]",
                "\[Placeholder]"}}]}}]],"Input"]
