Series[] nested (bug?)

Dear group,

I experienced a strange behaviour of
Series[ Series[] ]-constructs:
The expansion may contain higher-order terms which shouldn't be there.
Switching to
Series[ Series[] //Normal ]
fixes the problem.
Can anyone explain this behaviour?
