I have noticed that sometimes messages are equal to $Off[].

You can see it in the output of Messages[General] from a fresh kernel.
The only thing is, there aren't nearly as many messages in that list
as there are messages defined for General (it seems like some kind of
delayed definition scheme messes up the operation of the Messages
command).
