MMMMM, I don't know! If you start the Workbench with the Mathematica
Development perspective you will NOT see the Source and Refactor menu at the
top. Now click on the Navigator pane, then on the Package Explorer, now you
will see the two menus, even if you have not started a project ! Sub-menus
will be shaded, but if you start a project and then open a .m file some of
the sub-menus will be there. It is with Workbench 1.1.

Something I missed in your answer ?

Hello,

this source menu has been removed in 1.1, the functionality it contained 
all still exists. There were options for expression navigation, and are 
now all in the navigation menu, and are all also accessible in keyboard 
shortcuts.
