The second argument in Split is an expression that should yield False
when the list should be split. With that in mind, I tried:

z={1,3,2,6,4,7,5,1,7};
Split[z,SameQ[(#<=3&)/@Unevaluated[##]]&]

{{1,3,2},{6,4,7,5},{1},{7}}
