WRI tech support has diagnosed why, under Windows XP, I was not seeing
the up-arrow or down-arrow from slider expressions such as

  Slider[0.5,Appearance->"UpArrow"]
  Slider[0.5,Appearance->"DownArrow"]

but just seeing the normal rectangular slider: It's a problem with the
"Classic" interface in Windows XP or Vista, or in general with Windows
ME or 2000.

I temporarily switched my Windows XP appearance to "Classic" and now I
see the UpArrow and DownArrow properly. (Unfortunately, the "XP"
interface is so horridly ugly and distracting I must revert to the
Classic at once.)
