Hy Gary,

it seems that Normal only works with 3D graphics. Try:

Normal@Rotate[Line[{{0,0},{1,1}}],Pi/4,{0,0}]

Normal@Rotate[Line[{{0,0,0},{1,1,0}}],Pi/4,{0,0,1}]

It will be hard to claim that this is a feature, I think you found a bug.
