I read someplace that the proximate source is Yahoo.
However, the Yahoo finance site, gets its data from
other sources which are detailed in the fine print
at the bottom of the "historical data" page for any security.  Quote:

"Historical chart data and daily updates provided by Commodity Systems, Inc. (CSI). International historical chart data and daily updates provided by Hemscott Americas. Fundamental company data provided by Capital IQ."

I am familiar with CSI and know that all the yahoo historical data for domestic issues comes from them.  You can obtain a CSI account without going through Yahoo, for a fee.

Almost certainly the restrictions on the data refer to 
redistribution beyond your personal use.
