One idea is to replace the ticks after generating the matrix plot:

MatrixPlot[ RandomReal[1, {3,3}] ] /. HoldPattern[FrameTicks -> ticks_] :>
  FrameTicks -> (ticks /. {pos_, lab_?NumberQ} -> {pos, lab - 1})
