Exactly what did you type, and with which version of Mathematica? Did
you remember to include the x as 2nd argument?

In Mathematica 6.0:

   Reduce[-10<=3x+2<=10,x]
-4 <= x <= 8/3

   FindInstance[-10<=3x+2<=10,x]
{{x -> 0}}
