So you want

In[1]:= Sort /@ Tuples[Range[3], 2] // Union

Out[1]= {{1, 1}, {1, 2}, {1, 3}, {2, 2}, {2, 3}, {3, 3}}

First we generate all tuples, then sort the individual lists in 
ascending order, and remove the duplicates.

In[2]:= Tuples[Range[3], 2]

Out[2]= {{1, 1}, {1, 2}, {1, 3}, {2, 1}, {2, 2}, {2, 3}, {3, 1}, {3,
   2}, {3, 3}}

In[3]:= Sort /@ %

Out[3]= {{1, 1}, {1, 2}, {1, 3}, {1, 2}, {2, 2}, {2, 3}, {1, 3}, {2,
   3}, {3, 3}}

In[4]:= % // Union

Out[4]= {{1, 1}, {1, 2}, {1, 3}, {2, 2}, {2, 3}, {3, 3}}
