The Style Sheet determines many aspects of how cells display, including 
whether a cell bracket is shown.  Printed papers and slide shows 
produced from Mathematica notebooks often look much nicer if brackets on 
title and subtitle cells (and some others) are suppressed.  (Indeed, the 
styles mandated by some conferences and journals insist upon that.)
