Expand[1 + 196*x^4 == (-1 + 12*x - 14*x^2)^2]
is evaluating to
1 + 196*x^4 == (-1 + 12*x - 14*x^2)^2
before Thread has a chance to act. Use Map:
Expand/@eqn2
