It's likely that some bug relating to this behavior was fixed (or
possibly introduced) in 6.0.  Open the Option Inspector, set the Scope
to your palette window, and check the value of the WindowFrameElements
option.  Does it contain "ResizeArea" and/or "ZoomBox"?  If it doesn't
contain one of these two values then there will be no way to resize
the window.  If you really want it to be resizable you can change the
option to add these values.
