Do you mean:

RGB = {{{1, 0, 1}, {2, 3, 2}, {4, 6, 4}, {3, 2, 1}}, {{9, 1, 3}, {3, 2,
     1}, {4, 3, 3}, {5, 3, 2}}}

?


If so, then

RGB[[All, All, 1]]

{{1, 2, 4, 3},{9, 3, 4, 5}}

does what you want.
