I would do it this way :

In[1]:= a = "{x,16,x,1 T,x}";

In[2]:= b = StringReplace[a,
 {"{" -> "{\"",
  "," -> "\",\"",
  "}" -> "\"}"}] // ToExpression

Out[2]={x,16,x,1 T,x}


"1 T"
