More or less. But the articles in TMJ are about using Mathematica so they have a different form than a general article would have. Specifically, general articles would try to hide Input/Output cells and long display specifications and leave Mathematica more behind the scenes. I have read a few articles there. Usually I just download the .nb file. I have not looked very recently to see if there are any dynamic notebooks being published.
