Previously, I didn't read the subject and didn't notice that all you
wanted to do is transpose the matrix.

a = {{1, 2, 3}, {4, 5, 6}, {7, 8, 9}};

b = {{1, 4, 7}, {2, 5, 8}, {3, 6, 9}};

b == Transpose[a]

True
