What about, in Option Inspector, choose "Global Preferences". Then in
Notebook Options > Display Options
setting Magnification to something other than the default value 1.
That will affect _all_ notebooks: existing "ordinary" notebooks you
open, new notebooks you create, Documentation Center pages, and even
palettes.
