Download XCode 4.4 from Apple.  The command line compilers do not come by default anymore, so after installation, go to Preferences and Download command line utilities.  You will need to enter a Developer ID, but apparently any Apple ID will work.  I had some trouble with this on the day of Mtn Lion release, I guess the servers were overloaded.  If you get a message that your ID cannot access the compilers, try again later.  It only means that there was some server error, not that your ID is not authorized to access the compilers (as was my first assumption.)
