If you go to the video "A Speed Date with Mathematica" in the turbine example they get the electricity cost for a state (Illinois) using Wolfram Alpha. You could enumerate the state names and get the electricity costs and then use the average cost across the states. I don't know that this data is for a specific range of dates.
