Since you didn't provide any assumptions for the values of l and m, it seems that Mathematica "thinks" that the rhs of eq is exploding when t goes to infinity (or there might be a BUG, this is only a speculation of mine).
The values you provided for NDSolve also yield an analytic solution with DSolve.
It seems that you need to define some constraints on the values of l and m
