Try resetting the FrontEnd prefs file and Caches Folder, see:

and/or
http://support.wolfram.com/mathematica/interface/customize/corruptpreferencescache.en.html
Another off the wall thought - are you using the
Kernel? If you can see the menu items I
mentioned earlier, you are surely using the
FrontEnd. But, the Kernel behaves exactly as
you indicate.
