Say you already read the data and have a matrix of n rows and 3 columns. What you need is to use Map

Graphics[Map[{If[#[[3]] == 0, Red, Blue], Point[Most[#]]} &, mat]]

and use Graphics to display the points with some options that you may use

Graphics[Map[{If[#[[3]] == 0, Red, Blue], Point[Most[#]]} &, mat],
Frame -> True,
PlotLabel ->
"Here are my colored points \[FreakedSmiley]\[FreakedSmiley]\
\[FreakedSmiley]\[FreakedSmiley]"]
