Hi,

Piecewise[{{1,condition},{0,Not[condition]}}] is short: Boole[condition]. The following works within seconds on my box:

Integrate[x*Boole[1 + u - Floor[q] > x]*f'''[x], {x, 0, 1/q}, {u, 0, 1/q}, Assumptions -> q > 0]
