Go to
http://reference.wolfram.com/mathematica/ref/BubbleChart.html
Click on Applications
and see whether you might be able to use their
FrameLabel->{"Poverty Fraction","Log GDP Per Capita"}]
example to accomplish what you want.
Now I cannot imagine why AxesLabel wouldn't work, under MoreInformation up at the top of the web page it says "BubbleChart has the same options as Graphics with the following additions and changes" and clicking on Graphics says it supports AxesLabel, so I would expect BubbleChart to support the AxesLabel option.
