Thanks for your suggestions. I tried using different methods for a few values of q0 and "DifferentialEvolution" was able to find the maximum every time. I suppose that I'll have to hope this wasn't just due to lucky choices on my part and that it will calculate things correctly.

I tried your first suggestion as well but for some reason that didn't calculate the function mueff very accurately so I think I'll stick with interpolation.
