For a fixed t, I would like to know when the expression E below is positive and when it is negative. I have a constraint.
Constraint: 0<b<=t<=100

E=1/100 b (100 - 2 b + t) + (-100 + t) Log[100 - b] - (-100 + t) Log[
100 - t]
