I had not tried ImageCapture[] yet, although it is not working for me either. The computer I am using (a Mac unfortunately) only recognizes the "iSight" webcam ($ImagingDevices). I have not seen in Mathematica's help how to use a URL for either of your proposed commands. Currently they both default to the webcam.
Furthermore, the URL begins "rtsp://", not sure if that is recognizable. When I use the Import function I get the return "Import:: infer : Cannot confirm format of the file 192.168.1.101".
Any more help you can provide would be wonderful. Thanks again.
