You need to load the PlotLegends package with
Needs["PlotLegends`"]
Look in http://reference.wolfram.com/mathematica/PlotLegends/ref/PlotLegend.html,
"In[1]:=" is faint but important.
http://reference.wolfram.com/mathematica/PlotLegends/tutorial/PlotLegends.html
might be a better place to start.
Please note that http://reference.wolfram.com/mathematica is for Version 9.0, which has plot legends built-in.
