I'm not certain this is what you are looking for. If after reading this you can clarify your question then I'll try again.

In[1]:= Simplify[{pi1==0.8*pi1+0.2*pi2,
pi2==0.1*pi1+0.9*pi2}]

Out[1]= {1. pi1==1. pi2,1. pi1==1. pi2}

In[2]:= Solve[{pi1==0.8*pi1+0.2*pi2,
pi2==0.1*pi1+0.9*pi2},{pi1,pi2}]

From In[2]:= Solve::svars:
Equations may not give solutions for all "solve" variables. More…

Out[2]= {{pi1->0.+1. pi2}}

In[3]:= Solve[{pi1==8/10*pi1+2/10*pi2,
pi2==1/10*pi1+9/10*pi2},{pi1,pi2}]
