If you give n a fixed integer value then this is possible.

In[1]:= n = 6;
Expand[Sum[Pochhammer[1, -1 + k] Sum[(-1)^m Binomial[k, m] b[-m + n], {m, 0, k}]/k!, {k, 1, n}]]

Out[2]= b[0]/6 - (6*b[1])/5 + (15*b[2])/4 - (20*b[3])/3 + (15*b[4])/2 - 6*b[5] + (49*b[6])/20

Without a fixed integer value I don't believe anything can be done.
