Any hints what ObsNumber and medianOF are?

If ObsNumber is a scalar number and medianOF is a polynomial, then Minimize could find the global minimum. Finding a Global minimum numerically is a hard problem.

The better the initial values, the better. (Strictly speaking, NMinimize can take an initial range.)

In[2]:= NMinimize[Cos[x]/(1 + Exp[x]), x]
Out[2]= {-0.061331, {x -> 2.39958}}

In[3]:= NMinimize[Cos[x]/(1 + Exp[x]), {x, -2, 2}]
Out[3]= {-0.959368, {x -> -3.18144}}
