I don't know of any method to over-ride the adaptive algorithm and fix the step size. The monitor tools are simply to let you peek inside and observe progress or lack of.

Since we don't know anything about what your set of equations are, I can't say much about whether you can write that as a difference equations or whether that is really fundamentally any different from Euler or Runge Kutta where you specify a dt. I have this feeling at some sufficiently deep level difference equations and numerically solving differential equations with a fixed step size may be exactly the same problem.

RSolve can handle difference equations.
